As with the previous game, Silent Hill 3 is considered to be abandonware, so you should have no trouble finding a download for the main game. In the end, I wound up finishing the game using the less problematic Steam006 fix, which I'll link here. I had to completely uninstall the game, redownload all of the files, and spend an entire morning doing damage control. The final insult was when Silent Hill 3 deleted my save files, crashed to the desktop, and subsequently crashed every time on startup thereafter. Sometimes the game would forget that I'm using a controller, and I'd have to switch to the horrendous mouse-and-keyboard setup in the middle of an enemy encounter. Sometimes the game's audio track died completely, with no music or sound effects, and I had to reboot the game to get it back.

At first I tried a mod called SH3 Widescreen Fix, which led to some problems. To get the controller working, I used a program called XInput Plus, which worked well, but the game itself kept deleting my settings file, so I had to reassign the buttons every time I rebooted. It took me half a day of scouring the internet, renaming files, and editing the INI to get Silent Hill 3 running comparably to Silent Hill 2: Enhanced Edition, and even at its best, the performance was still unreliable. Unfortunately, the same cannot be said for Silent Hill 3.
